New Jersey residents 65 or older and those collecting Social Security Disability Benefits have a new method to file for the Tax Year 2024 property tax relief programs.
The Division of Taxation will provide a single combined application for the Stay NJ, ANCHOR, and Property Tax Reimbursement (Senior Freeze) programs. The combined application is Form PAS-1, State of New Jersey Application for Property Tax Relief for Seniors and Social Security Disability Recipients.
Eligibility
Program eligibility requirements vary. However, residents may be eligible for some property tax relief if they were a New Jersey resident during 2024; owned (or rented) and occupied a home in New Jersey that was their principal residence on October 1, 2024, and they met the income limits.
The Division of Taxation will mail applications and make them available online this month. Additional information regarding eligibility requirements is available online.
Senior Freeze Recipients
The application’s appearance and the program income limits have changed. Seniors are now eligible if their income was $163,050 or less in 2023, and $168,268 or less in 2024. Visit this site for more information on Senior Freeze eligibility requirements.
You will no longer need to calculate your Senior Freeze amount. When you submit your completed PAS-1 application, the Division of Taxation will determine the amount of the property tax relief benefits available for each program; and you no longer have to obtain verification of property taxes paid from your town’s tax collector for the Senior Freeze. Line 13 of Form PAS-1 will be preprinted with the “Base Year” property tax amount for homeowners. For mobile home owners, the “Base Year” site fees will be preprinted on line 21.
ANCHOR Homeowner Recipients
Applicants are no longer required to provide an Identification Number and PIN on Form PAS-1 to file for benefits.
Tax Year 2024 applications must be filed by October 31, 2025. All paper applications postmarked on or before the deadline are considered filed on time. Online applications must be submitted by 11:59 p.m. on October 31, 2025.
